First off, you will need to be black and transitioned. They should then give those applicants standardized tests and pick the one who scores the lowest. And, if all things are still equal, give the penthouse to the one who has the worst smell, according to a judges panel of five. Heck, we could rewrite the constitution to enforce this process in all hiring decisions, all habitation decisions, all decisions. Makes sense to me.
