The issue Trump had with political appointees is that since he is not a politician, he didn't have a large pool of people to choose from. A person who has run for various offices over a decade or two is covered with hanger-ons, all looking for a juicy appointment that they can milk for years. Trumps association were in the business world, where the contacts were either effective folks who had no interest being in the public sector or incompetents who were readily available for anything.
