I don't think so. Doesn't it seem when we're talking about hearts and minds, the military is involved? While perhaps not directly pointed at them, even a slung M4 sends a colored message. Well, my opinion is, the “hearts and minds” part was only part of a military strategy. Maybe that was why we still failed. Maybe the hearts and minds were smarter than we gave them credit?

Hearts and minds seems like more of a covert CIA function than military. The USA support that was going on in China, and then Iran, seems more like what I think is considered hearts and minds.

The problem with ethics in warfare and having regulations that we are supposed to abide by is that usually, only one side follows the rules. This handicaps the other side. For example, Osama bin Laden had zero ethics when he had planes flown into the twin towers. He couldn't care less what the rules were, he was interested in what was most effective for his side. I have no interest in fighting battles with one arm tied behind our back, especially when it leads to the death of American soldiers. Our culture has made us the least aggressive superpower in the history of the world. Every other country, when they were on top militarily, raped and conquered their enemies. We don't, so I personally have no issues taking the gloves off during a fight because I know that most likely, we didn't start the fight and we have no interest in enslaving the enemy when the fight is over. Bill Cosby had a bit on one of his old (1960's) comedy albums about the English fighting the colonists. The colonists were allowed to hide behind rocks, trees and other cover and shoot at the British as they marched in columns wearing bright red coats. The joke was about how one side followed one set of rules while the other side took advantage of those rules.
