I had not heard of this until, today, so I looked it up. According to This article from Wikipedia, Cloward and Pliven were Social Work professors at Columbia who, in 1966, wrote an article trying to force the democrats (who controlled both houses and the White House) into overloading the public welfare system so it would collapse and be replaced with a “guaranteed income” for all, and, thus, eradicate poverty. From the article: Is it possible this is what we’re starting to see around us?

I recall reading about this also some time in the past couple of years. This seems exactly what the Democrats intend to do via illegal immigration; by resisting all meaningful methods of deterring illegal crossings, overwhelm the system so much so that pressure builds to just throw up our hands and declare amnesty for the 20M+ in the country illegally.

For the auditory learners, here's Glenn Beck's take on Cloward Piven impact thru immigration. I hadn't heard of this either.
Glenn Beck's an Agenda 21 guy as well.
