Illinois had a Republican governor, Bruce Rauner, from 2015 to 2019.  Everything he did caused a war of wills between him and (IL House Speaker) Michael Madigan.  Unfortunately, Madigan won most of those battles because the Chicago machine was in his back pocket, so when Rauner vetoed the budget, Madigan painted him as killing women and children, so Rauner eventually capitulated.  Also, u fortunately, at the half-way point in his administration, Madigan got a democrat super majority so Rauner could not veto much of anything at all.  He left after one term of accomplishing nothing beyond a few Executive Orders and even some of those were overturned by the court.  Last he was heard from, he had over to Florida.

SO, to answer your question, No, he cannot without somehow converting a few in your legislature.

I agree with you guys, I think there is a veto-proof legislature in CA, BUT, Elder can be a voice that is sorely needed.  Also, he will be the administrator and can make some executive decisions.   Also, the media will be forced to show (hopefully) his viewpoints on issues.   Right now they don't.
