You know your country has too much money when it does such things. The sad thing is: Our money is borrowed money and we just keep printing it with debt associated with every bill.

I've read the conspiracy theory about this ongoing coronavirus panic being about de-population. I'm thinking the take of it being more a function of safetyism is more true.

It is hard to explain what happened over the last three years. I think there were a lot of competing interests. These are my thoughts on it:
1) There are people who want to reduce the world's population and are on camera stating that. Bill Gates comes to mind first with his plans to start in Africa. Talk about racism. I don't think their plans were to reduce the world population, despite his deep involvement in it.
2) Over the past 20+ year the topic of applying for government grants has come up several times with my wife. It is free money the government has to give away. These people who get grants for the labs take their cut along the way. Money is motivating. Their cause was to get ahead of the next pandemic with a vaccine. The Department of Defense feels it is their duty to be on top of biological weapons development and they funded the lab to a greater extent compared to people getting grants. You need to vaccinate your population against the virus you release. The DOD will never admit it because it is a against treaties signed by the US. Both the DOD and grants funded that lab, but for separate reasons.
3) As per the masks, lockdowns, tyranny etc: I think everyone had their own motivating factors for that. It was a scary time.
This is what gives me pause: Comments by Bill Gates and Fauci. Fauci predicted a pandemic during Trump's term. How do we explain that? But I doubt anyone would intentionally release that virus from the Wuhan Lab.

I can't state with any certainty, but my recollection is we've been facing a viral pandemic for as many years as we've been facing...
Nuclear War, complete with hiding under your desks
Ice Age
Rising Sea Levels
Acid Rain
Etc
